Simpleton Players might believe that all the security stuff in Rapture was around in its natural state. To some, since that was all that was shown them in-game, might assume the Ruined terrible state was a dystopia that Ryan built from the start. It can be misleading.
Really, so much of what you saw in the game was the result of Mass Terrorism being unleashed on a peaceful city, and the various measures taken to suppress/eliminate that Terrorism and to protect the Citizens. This is what NORMALLY happens when a 'war' comes to a place which has Responsible Leaders who take action against the force which otherwise would destroy all.

REMEMBER : The Game DOES NOT elaborate on WHEN the Security Measures were put in place. Ryan would not place them (nor pay for them) UNTIL it was significantly needed. That would largely be AFTER the Kashmir Incident proved to all in Rapture of the Peril the City Faced.

I Use The Term "War Measures" :
A 'War Measure' : Those things you do outside of normalcy to preserve society to handle an emergency - until normalcy[1] can be restored. For Ryan that was what he had to do AFTER a destructive threat to Rapture's existence. Being so inflexible as to 'Let Rapture Burn' for fine points of his Philosophy isn't in Ryan. Emergencies take emergency action.
In their simplistic story, the writers ( to force their plot) MISS that point - one presented again and again in Real History. They contrived for Ryan to get no help, and to be condemned first for employing a 'Light Hand', and then afterwards for taking strong protective actions ( allegedly a 'Too Heavy Hand' within his Philosophy ) when it is clear that all of Rapture is threatened by a serious deadly threat.
Would the Majority of People in Rapture, having faced Hitler and Stalin, side with some terrorist revolutionary (Atlas) who offers little likelihood of actually running a complex society OTHER than through violence/mob-action ? We hear little from those Silent Citizens, nor much sign of THEIR concerted action ( They all being people who left a world filled with that threat and from abusive/tyrannical societies ). Instead, we hear alot of 'evidence' from some biased detractors, containing little plausible logic, and from others who are supporting a proven Terrorist.
The final insult is : Ryan being made a surrender monkey - Suiciding when Atlas's power is really all but eliminated ( Pheromone Control nullifying Atlas's terrorists ), and the 'war' is all but won.

Consider What Lincoln Had To DO For The Civil War :
- Lincoln suspended Habeus Corpus to neutralize enemy sympathizers at the start of the American Civil War.
- Wilson used Sedition Laws[2] to suppress Anti-War actions during WW1.
- FDR imprisoned 200000 Japanese Americans in WW2

What a Country Does When Its Survival Is Imperiled ( By a Formidable Enemy ie- Hitler/Japanese ... WW2 ).
Understand that the Truth about such situations may NOT be taught in schools these days ( particularly about the post-WW2 Communist threat - ?? Are the students even taught (any more) that Stalin had a Treaty WITH Hitler when they both invaded/seized Poland ? ). So ignorance about such things is likely to exists for many of the game's Player demographics.
Ryan, with the Atlas Terrorism Threat, seems to have taken actions which in normal times ( under societal normalcy ) look excessive (to the ignorant). The game writers seem to set great store with denouncing Ryan for such actions ( implying tyranny, and 'going against his own Philosophy' ). The people in Rapture though would have understood such things and AGREED with the measures Ryan took ( and with others the writers never allow Ryan to use ). Those People had lived through WW2 ( unlike the writers of the game, apparently, who themselves have been protected and kept from deprivations/harm by those whom many of their generation disparage and denounce so very easily ).
How many of the latest generation(s) understand (or are even taught) that there WAS :
- A thing called 'Rationing' in the US during WW2 ( and in Britain, which were FAR more stringent, and actually lasted well into the 1950s ).
- Press restrictions/control and Institutionalized Propaganda
- Questioning of Loyalty and Incarceration of perceived Enemies (for the duration)
- Charges of Treason for those who sided-with/acted-for the Enemy (Sedition)
- A Death Penalty for High Treason during War.
- US Soldiers had been deployed on US soil.
- Draft and Conscription into Armed Forces to protect the Country.
(( How many of the Players couldn't find their own country on a map ??? ))

War Changes Things :
Ryan himself said that Fontaine Futuristics would be released 'after the rioting stopped' ( Audio Diary in BS2 -- a bit late ). Again, since they try to build up this 'Tyrant Ryan going against everything he ever believed in' - 'Laying it on thick' and rather illogically in many cases. Why is he saying this to himself ? There WAS actually a 'War' going on, and AFTER the War was over Ryan wanted things to return to normal ( for Rapture the original 'normal' ). Why should Fontaine Futuristics be turned over to Fontaine's confederates when the very Product of that facility was being used to wreck the City and attack Ryan and all Order ??? But no, such things were not explained. Instead we get a few 'horrifying' public hangings of smugglers, who BTW risked the entire city's safety to 'Make a Buck' ( It is called Treason in the real world - But none of the game 'Smuggler' signs said/indicated anything like that to remind you : THAT WAS THE CASE ).

Ryan's Citizen Soldiers :
Levine & Co did not seem to understand how Libertarianism/Objectivism works. ( Kinda similar to the way Levine and his writers don't seem in Infinite BS to have a grasp of American Culture or Christianity or Science or History or Economics or Storytelling ).
Ryan would call upon the citizenry to take action to help defend Rapture from Atlas's terrorists, and the murderous crazies he turned loose. Objectivism and Libertarianism EMPOWERS the Citizenry. Citizens WOULD join Militias to protect themselves (( A truly ignorant interpretation assumes that the Citizens are completely 'all for themselves' and incapable of cooperative actions within Rapture )).
That "Notice To Report" [pix] may actually be (more logically) something issued fairly early at the start of the 'civil war' - for organizing a Citizen's Militia ( and NOT for Splicing up the remaining Citizens for Ryan's 'army' ).

WHY DO I BOTHER ?
Because I WANT computer games to be better than what we typically get from the Game Industry, and perhaps by pointing out ClapTrap like BioShock Infinite, strong criticisms being voiced might serve to SHAME the makers of such substandard games, and MIGHT cause them to DO BETTER in Future.
